*It means that the link ("Bridge between device and server") is opened for set time to send records from the device to the server. If there were not a lot of records and all of the records were sent before, the link is still open and it waits for the new records before closing up again. If new records are generated during the timeout and reaches the minimum count of records then it sends the records to the server, thus GSM operator charges less for the link activation.

If the records are sent every 60 seconds the link is set to open every 300 seconds, it will reset and be open for the set time. Some operator charges for every time the link is open, so for that records should be sent when there is a lot of them, with CFG.
