Description

The Office of the Communications Authority (OFCA) is the executive arm of the Communications Authority (CA) as well as a trading fund department of the Government of the Hong Kong Special Administrative Region. It oversees the Hong Kong Telecommunications Equipment Evaluation and Certification (HKTEC).

This certification is mandatory for telecommunication and wireless radio-frequency (RF) equipment sold or used in Hong Kong. It ensures compliance with technical, safety and electromagnetic standards under HKTEC Scheme.

OFCA is responsible for providing professional support to the principal activities of the CA as follows:

  • licensing and regulating telecommunications services and broadcasting services;
  • managing Hong Kong's radio frequency spectrum;
  • providing advisory, planning and support services on telecommunications, broadcasting, anti-spamming matters to the Government;
  • overseeing technical standards and representing the Government on international affairs;
  • enforcing the regulation of the sending of unsolicited electronic messages;
  • ensuring the enforcement of fair trading practices and fair competition in relation to telecommunications and broadcasting sectors.

Schemes

There are two schemes for OFCA certification:

  • Voluntary Certification Scheme (VCS) - applying for certification is optional, however, the manufacturer must still ensure their products comply with relevant specs.
  • Compulsory Certification Scheme (CCS) - devices need complete type approval before it can be used in Hong Kong. The equipment which has been evaluated to be in compliance with the relevant technical specification may be granted a certificate by a Certification Body and the relevant information about the certified equipment together with the certification number assigned by a CB to the equipment will be published under the list of authority’s website.
